My money's on "significant neutral character".
This pic's addition to SaberCat-Central proves that he's going to be in that setting. He can't be a hero or a villain because that setting already has enough of both of those to go around, and he can't be an insignificant background character because then you wouldn't have bothered to tease him like this.
